About Robert Homans

Bob Homans has been in the commercial finance industry for over 25 years, both as an owner/founder of a successful commercial finance company in Southern California as well as an international financial sector consultant with experience in the former Soviet Union, Eastern Europe, the Middle East, Southeast Asia and Sub-Saharan Africa. Mr. Homans possesses a unique combination of practical experience, gained from a long career in founding and running a commercial finance company and developing lending products and making credit decisions, combined with experience advising market participants, regulators and supervisors in a number of countries.

Mr. Homans’ experience in international financial sector consulting includes advisory work for private sector clients, government regulatory and supervisory bodies as well as management experience in international donor-funded projects. Mr. Homans has experience working directly and indirectly on projects funded by USAID, the International Finance Corporation (IFC) and the Asian Development Bank (ADB), both as a project manager and a consultant, where he has worked on projects involving access to finance for small farmers and women entrepreneurs, and advisory work for government entities responsible for regulating and supervising banks as well as non-bank financial institutions. Advisory work for private sector clients have included assisting bank and non-bank financial institutions, as well as equipment vendors, in setting up leasing operations. As Head of the Leasing Component of the Access to Credit Initiative for Ukraine & Moldova, Mr. Homans was responsible for the launching of the Certified Leasing Specialist (CLS) Program, the first professional development program targeted at leasing professionals outside of North America. Under the CLS Program, approximately 100 leasing professionals in Ukraine, and another 20 in Moldova, have been through the program, taken proficiency exams and been certified as leasing specialists.

Mr. Homans came to international financial sector consulting through his career in commercial finance. In 1997 Mr. Homans founded Norden Capital, a specialty lender based in Los Angeles, Ca. Norden Capital focused on all types of financing, including but not limited to equipment financing, for small and medium enterprises especially farming operators and manufacturers in the Food & Beverage and Personal Care Industries. As the Founder and CEO of Norden Capital Mr. Homans was responsible for all aspects of the business, including product development, marketing, underwriting and credit and documentation. Bob Homans was one of the first individuals to focus on the financing needs of the Natural Products Industry, the fastest-growing segment of the Food & Beverage Industry in the United States. Over the years Bob Homans has arranged financing for many of the major manufacturers in the Natural Products Industry.

In 2011 Mr. Homans was the co-author of the IFC Global Leasing Toolkit, a comprehensive guide to leasing that is targeted at current and prospective owners and managers of leasing companies in emerging markets. In addition to a thorough treatment of leasing in emerging markets, the Toolkit also contains 4 “Focused Toolkits,” on leasing agricultural equipment, leasing equipment designed to save energy, regulatory and supervisory matters relating to leasing in emerging markets as well as Islamic Leasing (“Ijarah”). In addition to the Global Leasing Toolkit Mr. Homans is also the author of ““Access to Finance for Small & Medium Agricultural Producers, Short & Medium Term Loan Products,” and co-author of “Access to Credit for Small & Medium Producers in Ukraine, Regulatory & Institutional Barriers,” both for Chemonics International/Ukraine AgroInvest.

Mr. Homans is particularly proud of the fact that approximately 50% of Norden Capital’s transactions are for existing customers, and over 50% of the customers of Norden Capital are businesses either owned or owned in part by women. In addition many of Norden Capital’s customers are businesses either owned or partly owned by immigrants to the United States or children of immigrants.

Mr. Homans is a graduate of Harvard College and has an MBA from the Stanford University Graduate School of Business, and holds a Master in International Administration from the School for International Training in Brattleboro, Vermont.
